Hi,

What does it mean that you can't create a community? Do you get errors?
If so, what kind of errors, what version of RAM?

To create a community you need to be a Repository Admin and you just do
"New Community" on the Admin->Communities tab.

What does "I was unable by itself to create" mean?

That is not sufficient information.

Did an error show up? Could you not hit the "New Community" Button?
Could you not get to the "Admin" pages?
