Cannot access setup web page - very long delay (Tomcat)

After a delay of 15-30 minutes, I receive a page with "You are not authorized to access Jazz Team Server Setup" and a Log Out Button.

I'm never given the opportunity to log in. Any help would be appreciated. I'm using Windows Server 2003 inside a corporate firewall (no internet access). I installed form repositories.

I had the same problem. Also there was no effect of pressing "Log Out". I'm using 64-bit Linux and WAS 7.0. So, this problem disappeared when I set up JVM Entries in WAS (see IBM instruction) and switch on the "Enable application security" in WAS. I don't know which action resolved the problem, I think about application security. Maybe, it will help you.
