Error with scm accept command

My RTC environment:
Jazz Foundation - Jazz Team Server - 1.0.0.2 iFix 2 (I20100331-2220)
Rational Team Concert - 2.0.0.2 iFix 2 (I20100331-2220)

Installed on Windows Server 2003 R2 SP2.

Per RTC info center the scm accept command has -t option that can be used to specify the name, alias, or UUID of the target workspace or strem. I have a dev stream and a build stream and I need to deliver latest chnganes from dev stream to build stream.

I run scm accept command with -t option and the name of a build stream and -s option and the name of build stream. Build fails immediately and the build log has these entries:

Problem running 'accept':
Could not find workspace named by Sandbox_ENF_Integration_build.

Can someone please help with this ?
