The work item for this is 94056. It is not currently scheduled for a release. Please feel free to add a comment to that work item indicating your interest/support.
Some initial progress in this direction is being made in RTC-4.0, by allowing you to reference a work item in another plan, and have it affect the schedule. The details can be found in work item 169425.
