Work item order within plans

When I open a plan and view the planned work items, there is an option to set the order of the work items. If you right click a work item, you can move it up or down. However, when I do this, the save button is never enabled to save the new order. If I do something that does enable the save button, like making other changes to the plan, and then save it, the order is still not saved and reverts back to the previous order.

Is this a bug or working as designed? It seems like a bug to me because there would be no reason to allow a user to change the order of the work items if you cannot save the change. Furthermore, the order does appear to matter as you will receive a warning when calculated completion date is further into the future than the set due date.

Any thoughts?
