In RAM v 7.2 ,the Admin doesn't get an option to assign EnterPrise Edition Publisher Authorized user Licenses for individual users.The field for assigning the Authorized User Licenses is grayed out.

But, are you sure you have Enterprise Edition Publisher licenses available? On the License Management page does it list that there are any licenses left or available?
