When will the server activation key of RQM be floated?

Last year, one of my customers in SW park field bought our RQM(Standard Edition, including 2 server activation keys and 10+ CALs) to help the corporations in SW park to manage their testing process. SW park planned to rent RQM licenses to all corporations in SW park. For some reasons, they only wanted to control the licenses so both the server side and client side of RQM should be deployed in the site of corporation. But we know that for RQM v2.0 there is no floating license for server activation key, which means the business model of this SW park cannot be realized at present.

What the SW park needs is server activation key of RQM can be floated so that they can control all licenses centrally and all server activation keys can be dynamically shared by all corporations in the SW park.

Who can tell me for RQM(even all jazz-based products) how to realize this kind of business model now? Do we have the plan to upgrade our license control method so that this kind of business model can be supported? What's the schedule?
