We use the OSLC call  /rm/glossary/termslookup?termMatch=startsWith&scope=allProjects to get all Terms in the Project Area.


While this works but this also gets Terms from Change Sets which aren't delivered yet stream. 

Is there any possibilities to limit the search only to delivered Change sets ?

Also where can find the documentation for the OSLC glossary api's

I am not aware of an OSLC API for glossaries. The OSLC Standards can be found here: https://www.oasis-open.org/
I don't think the API you show above is an OSLC API. The query does not look very much like OSLC.
I do not know where the API comes from and I do not know it at all. The query term indicates that you query the terms across all project areas. It is unclear if this API supports configuration management. If it did, I would expect some parameter to select the configuration.
