Does SaaS password manager (pwm) produce logs of email reminders sent every 3 months

 Some of our ELM 7.0.2 SaaS users report never receiving the reminder email that their 3-month-validity password is about to expire,

or receive the emailed activation code when attempting to set a new password.

Does a log file exist of successful or failed email attempts?

Yes David.   The support engineer reached out to me regarding your support case but I did not see any entries in that log for the email address in question.  But the log only exists for a day or so.

What I suggest is using the Test Email function from the Jazz Team Server admin page.
Send a test email to the user in question and then I can check if there is anything noticed on our side if we can coordinate it within 24-48 hours.
