I am not able to create a attachment using RQMURLUtility.jar

 I was trying to create a attachment using the RQMURLUtility.jar. I used the given command 

java -Dcom.ibm.team.repository.transport.client.protocol="TLSv1.2" -jar RQMUrlUtility.jar -command PUT -user ADMIN -password ADMIN -filepath <filepath> -url "https://jazz-test6.xx.xx/qm1/service/com.ibm.rqm.integration.service.IIntegrationService/resources/project_area/testcase/urn:com.ibm.rqm:testcase:51.
