ETM migration excel add-in popup does not appear

in excel the add-in popup does not appear, I have Microsoft 365 MSO (Version 2207 Build 16.0.15427.20166) 32-bit, and I can see that "Ms02Rqm Excel Add-in" has installed, from issue reported before seems that language change to English united state both in format and region works to solve this issue I done that both on the PC and on the Excel.

still the popup on appears although it works on MS world.

any more settings needs to be done?
