Allow Project Managers to allocate team work

PMs and Resource Managers should be allowed to allocate resources work availability to specific teams. Every time we start a new project or move resources between project teams in our portfolio we must ask each user to re-allocate their time in their user profiles. Most of our developers work on 2 to 4 projects at a time. Today only the user can update the work allocation.

Ability to de-select an iteration as current so that it is not on the dashboard as current plan once deployed and no future iterations will occur. Desire to have the data available in the back-end for technical team in team artifacts for historical purpose but do not want the project to show under current plans on the dashboard with stakeholders.

In this case there is not another iteration to select as all are complete and no future work plan.
