We are using comments via DNG API and we anticipate that over the years we'll have as much as a few thousands for some of our artifacts. Is there a hard limit on the number of comments an artifact can have?

I am not aware of any "Hard" limits, but I would recommend that you setup a test in a non-production environment to test out large number of programmatically created comments.
