Block delivery when change sets are available to accept

Is it possible to block the delivery of change sets when the user has change sets sitting in the pending changes view that they need to accept ?

This would force the integration of other peoples changes within the users workspace and reduce the possibility of causing integration issues in the stream.

Of course if there is a better way to do this then please let me know.
