Email reply capability or direct email to RTC

I found this reference, but its quite old and I don't see any of the features noted in this document. https://jazz.net/wiki/bin/view/Main/WorkItemEmailImport

Was this abandoned - is there any "new" mechanism for a user to either reply to a notification from jazz or to create a new work item by emailing jazz ?
