Customize Error Message for Archived Users?

We would like to customize the login error messages for users who attempt to log in but are archived. We want to add instructions to those users for our process to re enable their account. Any ideas on how to accomplish this?

My understanding is, that this could be used for your purpose. In one of our environments, we have a link how to request access on the login window.....

This is ignorant of the user, but a general text with link that directs the users. You have to deploy the theme on all applications if you want ti to show up everywhere.
