How to add a Voting Capability to a Work Item in RTC

Vote work item field with thumbs up

 I see this on the Defect and Enhancement work items that have been submitted on Jazz.net, but I don't see how to include it on my own work items.   Is this a standard feature and if so where do I find it.  I'm looking but don't see anything that looks like the this.
