Automation of WorkFlow Engine for Jazz

Hi,

We are trying to implement a pedagogy model as a process template in Jazz. We feel that Jazz is missing a Workflow engine that can manage all the workflows in Jazz. For instance, when all the students finish the 'reading' workitem assigned to them , we want Jazz to initiate the next workitem for the students once the Instructor approves it . Here, student and instructor represent roles in Jazz.

I would like to know if anyone is already working on workflow engine implementation. Also, it would be great if you could point me to starting point for this.
