It is possible link a test artifact to ccm WI using "Add related Test plan" link, but is there an option to trace a ccm WI from test artifact.

Can you refer following link ; there for the  69 Test suite a CCM workitem is linked. Is it possible to retrieve that info.

The link you provided is showing multiple images of RQM . 

To answer your question in general,  any link from RQM to CCM is traceable and can be accessed.
