Create Stream and folder into it automatically in SCM on workitem state change using server side api

Hi Team,

My scenario is that I need to create stream on the state change of particular work item and also create folder structure into it automatically, is it possible using server side api? mainly of auto creation of folder structure scenario ?

Please anyone can suggest me on the same
