Create test artifact based on test artifact template in RQM using OSLC API

I need to programmatically create a test artifact in RQM using the OSLC API and I need that test artifact to be created in the likeness of an existing test artifact template in the project area. Can anyone provide any pointers for this?

 You can make use of  <rqm_qm:template rdf:resource="https://<server>:<port>/qm/service/com.ibm.rqm.integration.service.IIntegrationService/resources/<projectArea>/template/testplan/com.ibm.rqm.planning.templates.testplan.default"/>
