Why am I getting a CRJAZ0098E message when I try to save a project area.

 I am using RTC 6.0.5 with the SCRUM template.
I went into the Operation Behavior under Team Configuration via the RTC client after I opened the project area.
I scrolled down and selected the Deliver (client).  It was in the Everyone column.
I scrolled further down and selected the Require Work Items and comments precondition.
In the Constraints I changed the "On deliver, change sets require" to both.  It was on any.
I then tried to save my changes and received the following error;
CRJAZ0098E The following service failed: com.ibm.team.repository.common.transport.IDirectWritingContentService{/ccm/service/com.ibm.team.repository.common.transport.IdirectWritingContentService}. The server returned the HTTP error 400 with this error text: Bad Request.
what did I do wrong?

Can you please provide entire stack trace from ccm.log?
