Why some fixes are missing on latest iFix release but were present on previous iFix releases?

Comparing readme.txt files from RTC 5.0.2 iFix026 vs. iFix027, we found some fixes are missing on iFix027 but were present on iFix026.

Example:

[APAR PI28909] [Backport Task  392539 for 5.0.2 iFix026] [https://jazz.net/jazz/resource/itemName/com.ibm.team.workitem.WorkItem/458447]

Why?
