The scenario is that Copy Work item type from one project area to another project area in RTC without using import work item template scenario or copy xml source of work item type.

There is no simple answer, unfortunately. The information is stored in the process configuration XML so it is, to some extend, possible to find the related entries and copy paste them. However, if you do it wrong, you can damage your project area.
