The requirement ID is not continuous  within the same section and specification. can this be fixed?

I have never seen "continuous" IDs. Can you please show it in a screenshot?

Right, ID's are unique for a whole DNG server instance, and assigned on a 'first come, first served' basis. So small chance you get 'continuous' ID's, as other people creating artifacts concurrently will get the next available ID.

Hence no fix applicable here.

No, the ID's of requirements are unique across the server. They uniquely identify the object. That means, an ID gets used up at some time and is no longer available and therefore the IDs tend to not be consecutive in all Jazz applications.
