Read & save process template specification xml via REST/SOAP service

Hello.

I know that there is a Java API available for reading/fetching the process configuration/specification xml data ( of a project area. For a specific scenario I cannot use the Java API. Is there any REST/SOAP based API available to fetch and save back the process configuration xml file?
