Editing the Test Case Design
Step 01 click on the test case design section under test case
Step 02 click on the edit option to edit existing test case design entered in it
Step 03 The edit tool bar is opened, however the text cannot be deleted or new text cannot be added to it.
Step 04 Also many times the page does not respond on clicking the edit link. This is only resolved on restarting the Quality Manager

When clicking the editor, the cursor does not appear until text is entered. That can be confusing. Also, be patient when clicking edit. The editor is sophisticated and can take some amount of time to load.
Restarting RQM should have no effect. You may want to try clearing the cache of the browser and then restarting the browser. That might get the editor to behave a little better.
