Does RTC have SCC API integration for Windows?

No, RTC does not currently support the SCC API.

Does the new RTC 3.0 have SCC API integration?
If not, Does IBM plan add this feature on the next release of RTC?

We have a requirement to use SCC API to integrate Madcap Flare with RTC. Is the SCC API supported atleast in RTC3.0?
Has anyone tried the integration of Madcap and RTC earlier?

Support for the SCC API is work item 59382. It is under consideration
for a 2012 release of RTC. Please feel free to add a comment to that
work item to indicate your interest/support.

My understanding is that we now have full or partial support for MS SCC API as of version 4.0. See this link for more details:
