How IHS balance the load of JVMS

I need to understand the back end processing of IHS to determine which JVM is offline and requests must not be sent to that JVM or which JVM is under load and requests must be passed to free JVM.
is there any algorithm written in plugin file or some thing else.

can you explain your deployment architecture a bit more? I am guessing that you are using IHS as a reverse proxy in front of a Jazz Team Server (JTS). With distributed servers for /ccm etc.? Are those the JVMs you are referring to (i.e. the JVMs of their app servers)?
As for load balancing different nodes, this is supported for Rational Team Concert (the /ccm app in Jazz) since 6.0.4 and requires a load balancing proxy (e.g. haproxy) and Websphere Liberty as app server.
