For what it's worth, looking at user export files ( repotools-jts -exportUsers ), all the items whose line ends with ,1 do not have any license listed, so maybe archiving automatically decouples assigned license(s).
We have automation (in place for many RTC versions ) that verifies ID owner employment and archives the user with the repotools-jts script. That's how the large majority of user ID become archived in our shop. You might want to try the archive an inspect the archived user for licenses.

I agree, I did not check that, but it is actually possible that the license is revoked when archiving the user through the API (e.g. if the license is an authenticated user one) or is not counted.
