Synchronize between 3rd Party Web Application and RTC

Hello Team,

We have an old system for issue management system(custom web based solution) which is being used by several departments, now one of the department has switched to IBM RTC for issue management, So I have a requirement were i have to synchronize issues between a custom web based application into RTC.

is there any way i can do it?
