A developer creates changesets for stream. When the stream is built, the work item is included. - great
A TechDoc person creates a change for a document and wants to include this change with the build. How can I do this? How can I have the build page show this work item along with the developer work items in the build?

 You can manually add work items via the Ant Build Tasks.  In particular for work items its:
