Is ibm rational doors data exchange add-on required for doors 9.7?

We are using DOORS 9.7 & our suppliers are using DOORS 9.3 .
We are trying to create DOORS module/documents exchange between us . And facing issues while updating the root/original modules through Reqif merging at our end(At DOORS 9.7).
However our suppliers are using DOORS add-on exchange package and they are not facing any issues.
Do we need to purchase the add-on package for DOORS 9.7?
Is add on package is available for DOORS 9.7?
We are assuming that DOORS 9.7 has all inbuilt capability where we no need to go for add-on package , Is this true?
In a short time we are planning to upgrade to DOORS next generation , is add-on package necessary there also ?
And we need to know the advantage of DOORS NG over DOORS 9.7 ?
Please someone help me in digging out issues. Thanks in advance.

Can't answer all your questions. For comparison between DOORS NG and DOORS, see blow link.

It really depends on your use case to decide whether this is an advantage. I imagine you're using 9.6.1.7 and not DOORS 9.7 as that is not expected until later in 2016, but ReqIF was introduced in 9.5.2 so I assume you're using a later version than that.
DOORS 9.3 does only support RIF and not ReqIf. The eXchange addon has a few different options. Like if you select the eXchange format for exhange then both sides need eXChange. I agree with Paul here. Although even DOORS V.9.1.6.7 is not yet released.
