What are the differences between GC and RELM?
For me the functionalities looks similar between Global Configurations and RELM

We decided that the ability to group and navigate configurations was critical foundation functionality, that needs to be available to all applications, and not a value-add functionality that is available only if you purchase a RELM license. There are also significant functional differences between the original "Product Definition Tree" functionality available in the earlier versions of RELM, and the Global Configuration service available in the 6.x CLM versions.

I'd probably start by reading the on-line help ... either the knowledge center for released versions or jazz.net for the upcoming release (6.0.2).
