As far as I know this is not yet supported. This works only by using a build result, as of today.

A snapshot has a URL, so you can link a work item to a snapshot via the Related Artifacts link.
In 6.0, a baseline has a URL, so in 6.0, you can link a work item to a snapshot via the Related Artifacts link.
