Cognos Report Templates in Rational Insight

Hello,

There are many guides out there on how to make a report template in Cognos part of the system, so that creating a new report presents your custom template as an option for report authors to use.  We want to standardize our Rational Insight reports using a custom template, and I have created a template.  However, doing the usual steps for a Cognos environment do not seem to have an impact.  Has this functionality been stripped from Rational Insight (v 1.1.1.6 currently)?  Currently we are manually re-saving the template as a new report or editing the XML of a report to make the headers match our template, but it is a lot of manual work and any template change will not be propagated.  I am of the understanding that if it was a system template, it could be updated to change all that used it.
