there is no mechanism builtin to do what you want.
you will have to write an extension. you 'might' be able to do this with Javascript, but I am not sure.

No, JavaScript will definitely not work. It has to be a follow up action/participant.
What is built into RTC is work item templates, which could be used.

yes, I always forget about templates.. even tho I set some up for others before..
a template is a pre-built model of a set of workitems that get created together.
we set one up before that had a single story and 20 tasks. so we got them the same all the time
