Yes, it is possible but not directly. You'll need to remove the tag from
every single workitem where it was set. As soon as no workitem is using
the tag it won't show up anymore in the work item editor or in the query
editor.

I think it'd be nice to have a way to delete/rename/consolidate tags.

Bulk tag/untag would be great too. Maybe a context menu in the plan editor and/or work items view.

35925: Improve work item tag manipulation
