Like Don said, knowing the version of JTS & RM is important. Also important to know is if you unregistered the RM app, or you uninstalled it and now trying to register a newly installed RM app with JTS.
For version 3.x and 4.x re-registering an app is not supported, though there is a workaround; see Reregister Application Tool

version of JTS/RM,how did you reinstall and what is the error(what you mean jts doesn't accept the new installation)
and what does jts.log suggests and so on.
