How to compute the progress??

Here is what I did:

The Iteration plan duration is 80 hours; The work item estimated time is 80 hours also. There is only one work item in the plan.
The user spent 16 hours working on the work item in the first day.

I think the progress should be ahead "+8". But the progress bar showed "16/80 | +8.75". Where is the "0.75" from?

I tried a lot, there is alway "0.25", "0.75",etc. Do not understand why.

Also, when I compared the progress bar in head of iteration plan and the head of work item, I found the result is different - please see ee.jpg attached.

Is it defect or something I am wrong with?

That might be a bug. Did you see this in the WebUI or the RichUI?

I can't see the attachment but I guess you mean the progress bar which
is embedded in the work item editor versus the plan progress bar. Is
that right?
