you install the plugin directly in Jenkins

Jenkins ->Manage jenkins -> Manage plugins -> Available tab, select it, press install,  Jenkins server restarts,
Jenkins -> Manage Jenkins, then configure the RTC info, credentials, ..

then you can select RTC as an SCM in a new job.
