Can I deliver someone's changeset?

My question is

one of my team member has done CHECKIN in RTC but not delivered his changes, and he went for an vacation.

there is a dependency is there can I deliver his changes on behalf him. If so what is the procedure?

please provide me step by step method to do it.

If the developer's workspace is public then you can change your flow target to that workspace, accept the change set and deliver the change set.
