Is the Job Scheduling Start time for the ccm/admin reports jobs set relevant?

 Configuration for Data collection jobs for the Data Warehouse are done in 2 locations:
in jts/admin reports for one set of jobs
in ccm/admin for another
with jobs Common & Repository common to both sets.

We have configured the jts set to start at 18 and the ccm set to start at 8: We have yet to see any job ever start at 8. It looked to us like the jts set start time is taken as precedent, some jobs on that set were run, then the sequence switched to the ccm set jobs, before it came back to the rest of the jts jobs.

Is the start time on the ccm/admin page just dummy/cosmetic ?

the execution of the data collection jobs is driven by JTS because they need to be executed in the following sequence:
  • Jazz Team Server/Common and Repository
  • Rational Team Concert/Common and Repository
  • Rational Quality Manager/Common and Repository
  • Rational Team Concert/APT and SCM
  • Rational Team Concert/Work Items and Build
  • Rational Quality Manager/Work Items
  • Rational Quality Manager/Quality Management
  • Jazz Team Server/Requirements
  • Jazz Team Server/Star
that wouldn't be possible if every application would manage its own schedule.
