How to accept and deliver work items, version of RTC, command line client?

RTC 5.0 M4 News and Noteworthy talks about the following for the Command-line client "Accept and deliver work items":
   "The accept and deliver commands are updated with a new --workitems option to accept and deliver changes from a work item. The accept command accepts changes to components in the source workspace or stream. The deliver command delivers outgoing changes from the workspace to the flow target."

My questions are:

1) Do versions prior to RTC 5.0 provide capabilities to accept and deliver work items?

2) If yes, which RTC versions provide the capability and how do they provide it (GUI, Eclipse UI, Web UI, etc.)?

3) Did this capability exist before RTC 5.0 but RTC 5.0 is the first to allow the command-line interface to access the capability?

Michael,
The RTC Eclispe and Visual Studio clients had accepting change sets from work items for a while. You can accept either by a) Open the work item, go the links tab and select the change sets that you want to accept. b) In Pending changes view, filter using 'Show Incoming work items', expand the work item and select the change sets to accept.

In 4.0.6 command line client, you could accept change sets in a work item by first listing the change sets in the work item and then accepting those change sets. In 5.0, the command line client added accepting and delivering work items. The deliver work item will only deliver outgoing changes.
