Does RTC provide a programmatic MailService?

I am working on a Participant and I have a requirement to email a set of people based on the setting of an attribute.  They are not wanting to just be set as subscribers to the work item.

Does RTC provide a generic "MailService" that can be used to send an email (assuming mail services are enabled)? Or do I need to provide my own Mailer which uses something like smtp to send the email?  Does anyone have any other options?
