Does RTC 4.0.3 support Prefilling Creation Dialogs of consumed providers

Hi,
When RTC 4.0.3 acts as OSLC consumer, does it support Prefilling Creation Dialogs feature?

My Use Case is:
In existing RTC Work Item, add new Related Change Request link. I'd like to have prefilled title attribute wtih Work Item's summary in displayed creation dialog.

OSLC Core 2.0 Specifies that service providers may support receiving POST request from service consumer with resource representation in body. Well, we're trying to implement a service provider and allow Prefilling Creation DIalogs, but I can't catch that POST request from RTC.

EDIT:
I found this statement on oslc forum which says RTC does not prefill any data for CM <-> CM links. 
That answers my question, but I'd like to make sure that this statement is true and correct?
