I would like to have a link to create a work item of a specific type against a specific Project Area and a specific Filed Against value.

An url like that does all except the Filed Against.
https://<myServer>/ccm/web/projects/<myProjectArea>#action=com.ibm.team.workitem.newWorkItem&type=com.ibm.team.workitem.workItemType.impediment&ts=13917911059560

How could I put the Filed Against attribute with value into the url?

answered in this forum post - basically currently no out of the box way to do it, requires custom development in javascript.
