What you would need to install on the AIX machine to into to deliver files into an RTC stream using the command line or whatever could be automated in a shell script.

To run scm command line on AIX, you can download and uncompress the SCM Tools plain .zip file on your AIX machine.
If your RTC version is 3.0.x, you can use Build System Toolkit plain .zip file which has scm tools included.
