From java api, I can only see api to retrieve information for a role, no create method - com.ibm.team.process.common.

This question came up in the forum before. I am not aware of a good answer. I think creating roles will use internal Eclipse Client API. You might be able to find it, looking into the SDK code. It might not be pretty. I have not tried to create roles, I just use them.
