Process Engine Customizations

For any process-enabled operation (you can see those in the project/team
area editors), you can configure preconditions and followup actions. There
are several in the box, such as requiring work item approvals, requiring
content in source files, etc.

To introduce your own preconditions/followup actions is quite heavyweight
and you'll need to write java code. There is a developer guide here:
